A disturbing discovery led to an upstate New York woman's arrest after she allegedly put a deceased dog in a garbage bag and placed it inside a trash can.

Upstate New York Woman Allegedly Threw Deceased Dog in the Trash
According to WRGB, a 31-year-old woman from the City of Rensselaer, New York has been arrested after police say she neglected her dog which ultimately led to its death. Rensselaer City Police allege that Elisabeth Kelsey (above) starved, neglected, and attempted to throw away a 4-year-old dog in November.
What Happened?
Police said that around 6:40 a.m. on November 21st, 2024, they were called to respond to a home on First Street for a report of a dead dog in a garbage bag, which was placed in a garbage can in front of the house. The disturbing discovery was uncovered by a city Department of Public Works employee who found the remains and contacted the authorities. Upon arrival, police located a deceased 4-year-old male Newfoundland Labrador Retriever in the garbage can. They collected the dog's remains as evidence and sent them to Cornell University for a Necropsy test.

The test results found that the dog died of starvation and neglect.
Arrest Made
After a lengthy investigation, police identified and arrested the dog’s owner as Kelsey, a resident of First Street. She was charged with torture, injury, failure to feed an animal, a class A misdemeanor. Additionally, she was charged with improper disposal of a dead animal and having an unlicensed dog, both violations. She was arraigned in Rensselaer City Court and released on probation according to Sidewinder Photography.
