A man was arrested in the Hudson Valley this weekend for making terroristic threats.

On Friday (September 23rd) New York State Troopers in Monroe received a phone call from the Village of Kiryas Joel Public Safety Office that a man was seen walking around the Village in a black tactical vest, taking pictures of the schools, Public Safety building and the mall.

Troopers located and then arrested 30 year old Francis Zebzda of Garrison, New York. Zebzda was wearing a tactical vest which included body armor and was also carrying a pocket knife as well as a small amount a marijuana. After his arrest, while being interview Troopers say Zebzda became "agitated and refused to identify himself."  As Troopers placed him under arrest it is also reported that he began to scream racial and ethnic obscenities.

Zebzda was arraigned in the Town of Monroe Court and was then sent to Orange County Jail in lieu of $150,000cash/$350,000 bond.
