It's called "delamination" which means that the top layer is peeling off and it seems to be a problem all across New York and to try and solve the problem the DMV said that you can have the plates replaced, free of charge.
The replacement plates are free of charge only if you get a new license plate number. If you want to keep the same plate numbers you will have to pay an additional fee.
If your plates are damaged to the point where it is crushed or the metal is torn, faded or cracked, the DMV said that you will be charged for the new plates and a registration fee.
If you would like to see if your plates are eligible to be replaced you can call the DMV Custom Plates Unit at 1-518-402-4838 between the hours of 8:00 a.m. to 4:00 p.m., Monday through Friday. They may ask you to submit a picture of your plate as well.
Just so your aware, New York State Police have said that you can be pulled over if your license plates are unreadable.
