Juckas Stables isn't the only place to learn with or without your horse. Gardnertown Farms in Newburgh offers horseback riding camps, lessons, and they even have a polo program. They do have opportunities for people who don't have a horse, just yet, but many of their programs are based on teaching you and your horse.
