Kingston Police Lt. Patrick Buono told the Freeman that their investigation revealed that Hamel, along with another driver were both riding scooters up Broadway past a Burger King when a car stopped in front of them leading both scooters to cross over the double yellow line in an attempt to pass the stopped vehicle.
