Should Your Commute Count as Part of Your Work Hours?

We got talking this morning on the Wakin' Up with CJ and Jess Show about driving to and from work and whether or not we should get paid for all those hours we spend in the car.
According to the Daily Mail, scientists say that daily commutes should count as part of the working day because most of us spend the time catching up on work emails and making work related calls. I think that works for people that take public transportation, not so much for most of us who drive.
I know that I actually like my 25 minute drive to work every morning. It gives me a few minutes to get my head together for the day and some time to get that first cup of coffee down which definitely helps.
Jess was saying that if we were to get paid for driving, she would want to see the fine print, like what are the expectations of your job when your diving to or from work.
Isn't it to dangerous to work in the car when your driving?
