We’re Glad That This Never Turned Into A Law In New York State
While there are many bans and laws that are necessary within New York state, this specific one doesn't count.
I would vote yes, to keep these signs light, funny and quirky. It's something that makes me pay attention to the signs and augh when reading them. While they had some humor, they also are a good reminder of laws in New York state with being less intense.
Should Silly/Quirky Electronic Signs Be Banned In New York State?
I don't think quirky electronic signs should be banned in New York state. The Associated Press News shared,
"The Federal Highway Administration recently released an updated 1,100-page manual that spells out how signs and other traffic control devices are regulated."
They continue to explain that in this manual, they recommend not including "with obscure meanings, references to pop culture or those intended to be funny" to those electronic, overhead signs we may see on the highway or near them.
Instead, the Associated Press News shared that the Federal Highway Administration believes that these signs should focus on being,
“simple, direct, brief, legible and clear,”

After learning about this, I'm glad that this never turned into a law in New York state. The Associated Press News explained that
"The Federal Highway Administration does not ban the use of humorous and quirky messages on electronic signs."
" It strongly recommends avoiding them."
I notice during the holidays, there are silly, quirky messages on the electronic signs near and on New York state highways. Drivers can still get reminded of road safety but adding some humor feels less intense.

The Associated Press News shared that other states besides New York have joined in on the fun of quirky messages on electronic signs. They included,
“Use Yah Blinkah” in Massachusetts"
“Visiting in-laws? Slow down, get there late,” from Ohio"
Here in New York state, I've noticed these messages a few times and recently was able to grab a picture of one relating to Halloween. In the message it states,
"Hocus Pocus, drive with focus".
