A Hudson Valley man was killed in a drive-by shooting leading to four arrests, following a high-speed chase through three counties.

On Friday around 10:30 p.m., the City of Newburgh Police Department received a “Shot Spotter” activation for the area of 9 Hasbrouck Street indicating nine rounds were fired.

Arriving officers found 40-year-old Jermaine Cooper of Newburgh who was shot in the lower torso. Cooper was taken to St. Luke’s Hospital where he died from his injuries Saturday morning, police say.

Witnesses told police bullets were fired from people inside a white SUV. Authorities reviewed City of Newburgh street cameras and observed a white Toyota Rav4 driving away from the area of the incident towards Rt. 9W at a high rate of speed, police say.

A few minutes later, a Town of Newburgh cop noticed a white Toyota Rav4 traveling at a high rate of speed northbound on Route 9W. The vehicle fled when the officer attempted to pull the RAV4 over, police say.

A high-speed chase ensued until the vehicle crashed in the area of Smith Street and Lent Street in the City of Poughkeepsie, officials say.

The four occupants of the vehicle attempted to flee on foot and were apprehended by a City of Poughkeepsie K-9 officer and members of several other surrounding law enforcement agencies, according to police.

All four were arrested and transported to City of Newburgh police headquarters.

Donnell Johnson, 24, of Poughkeepsie and 29-year-old Steven Williams of Arlington were both charged with murder.

Johnson, Williams, 18-year-old Kyreem Seiman of Poughkeepsie and 23-year-old Tysheed McPhee of Poughkeepsie were charged with criminal possession of a weapon. McPhee, Johnson, and Williams were also being charged with Parole Warrants.
