A man and woman from Dutchess County were arrested after they allegedly sold drugs to undercovers cops in Ulster County.

On Tuesday, members of URGENT conducted a “buy/bust” operation in the parking lot of a gas station in the Town of Ulster. Authorities say, 50-year-old Kathleen T. Cullen and Richard Owens, 56, both of Poughkeepsie sold a quantity of hydrocodone tablets to an undercover officer.

Both were charged with 3rd-degree criminal possession of a controlled substance, 3rd-degree criminal sale of a controlled substance, felonies.

Police say Culled also possessed a small amount of Suboxone not prescribed to her. She was additionally charged with 7th-degree criminal possession of a controlled substance, a misdemeanor.

Both were arraigned in Ulster Town Court and remanded to the Ulster County Jail in lieu of $20,000 cash bail or $30,000 secured bond, to return at a later time.

URGENT was assisted at the scene by the Town of Ulster Police.
